Mission & Goals

  • Supplement the traditional education and student support programs of the college.

History

The Extended Opportunity Program and Services (EOP&S) was legislatively mandated in 1969 with the passage of SB 164 (Alquist). This “social reform” legislation encouraged the California Community Colleges to develop programs and services designed to meet the educational needs of [all] students handicapped by “language, social and economic disadvantages,” these programs and services to be “over, above, and in addition to those regularly offered at the college,” and which “encourage student growth, development, and successful participation” in collegiate life.

The Cooperative Agencies Resources for Education (CARE) Program (a multi-agency program sponsored by the State of California Department of Social Services, the State Employment Development Department and the Chancellor’s Office of the California Community Colleges), was established in 1982 as a supplemental component of EOP&S to provide educational support services and activities for the academically under-prepared, welfare-dependent, single head-of-household population.
